Kwan Chuk-Fai, a seasoned public relations professional who has served in numerous major organizations, devoted himself entirely to the Community Investment and Inclusion Fund Committee under the Home Affairs and Youth Bureau after retiring last year. Kwan, now chairman of the Fund, expressed that he’s deeply saddened by the numerous tragic incidents of deviant behavior recently. He believes that if society can promote neighborhood relationships and mutual assistance, it would help reduce such tragedies. In recent years, the Fund has been actively promoting the ‘House Captain Model’, hoping to establish neighborhood support networks, recognize the needs of neighbors early and provide help to those in distress.
