Opening Primary and Secondary Schools to Non-Local Students
May Reduce Options for Local Students
The ongoing decline in school-age population has led to some schools shutting down due to insufficient enrollment. In an interview with SCOM Talk Show, Secretary for Education Dr Choi Yuk-lin addressed the potential for primary and secondary schools to admit non-local students.
Dr Choi indicated that if schools wish to attract non-local students, they must first assess their own appeal. She cautioned that if admissions were opened up, might ultimately reducing options available to local students. She reiterated that Hong Kong’s primary education system is not intended to develop into an industry.
When questioned about the possibility of reducing class sizes, Dr Choi described the current minimum class size as already generous. She emphasized that schools exist for the benefit of children, rather than children existing for the sake of schools.
